Mepal Parish Council Traffic Survey

Mepal does not have a community Speedwatch scheme and has one older MVAS unit (Mobile Vehicle Activated Sign, a portable electronic sign used by local councils and communities to slow traffic by displaying drivers’ speeds) that cannot collect data. This limits our options to apply for any local highways initiative projects to reduce speed in the village as we don’t have any data to justify any changes.

As an initial step the Parish council have requested two new MVAS units that will be able to collect traffic data and driver behaviour in respect to complying with the current speed limits within the village.

We are also undertaking this survey to record the level of concern that residents in Mepal have in relation to any specific areas in the village and whether there is sufficient support to take action in any of those areas.

The survey relates to comments the Parish Council have received about the speed of traffic in the village. We want to assess whether this concern needs to be acted on, and therefore we need to receive feedback from residents to assess the level of concern. Reducing speed or traffic calming measures will have a cost associated with them and are implemented through a Local Highways Initiative application and a financial contribution from the Parish Council of a minimum of 10% of the overall cost.

As an example, the cost to reduce a road from 60mph to 30 mph typically ranges from £10,000 to over £50,000, depending heavily on the need for physical traffic calming measures. The final cost is highly variable and depends on whether the new limit can be achieved by signage alone or if physical works are required to enforce lower speeds. It could cost the Parish £1000 – £5000 on this basis.

As another example, currently there is no cost to reduce a 30mph road to 20mph.

Again, unless we receive clear feedback from a sufficient number of residents, we will be unable to move forward with any proposals.

The CLOSING DATE to receive survey responses is 15 March 2026. All feedback will be reviewed at the March Parish Council Meeting.
